How do you run a question of the day?

Pick a slot. The start of your daily stand-up works well, or post it in a team chat channel first thing.
Keep answers short. One sentence each is plenty. The goal is a warm start, not a long discussion.
Go first. Answer it yourself to set the tone.
Rotate who asks. Give a different person the job each week so everyone gets a turn choosing.
Let people pass. "Pass" is always a fine answer, especially for the reflective questions.
